The Market, Economics & Network Codes department works across a broad range of topics that support the development and proper functioning of the European hydrogen market, including the facilitation of cross-border hydrogen trade. Our activities focus on fulfilling the tasks assigned to ENNOH under Regulation 2024/1789, complemented by additional ad hoc work such as deliverables stemming from the Copenhagen Infrastructure Energy Forum.
Our key areas of work include:
- Preparing the foundations for Europe’s future hydrogen market design and contributing to the development of future Network Codes.
- Analysing market and economic dimensions relevant to network modelling and long-term infrastructure planning.
- Monitoring and assessing EU policy developments that influence the hydrogen sector and its evolving regulatory landscape.
- Engaging in regulatory dialogue with key stakeholders across the energy system.
- Cooperating with infrastructure operators, both within the EU and in partner third countries, to foster coordinated system development.
In addition, ENNOH and ENTSOG have been tasked by the Copenhagen Infrastructure Energy Forum with developing de-risking options to support investment in energy infrastructure. This work is currently underway, with a report to be presented at the Infrastructure Forum in May–June 2026.
