Who we are
We are the European Network of Network Operators for Hydrogen (ENNOH). Our mission is to build a strong and connected hydrogen network across Europe, promoting a well-functioning internal market, enabling cross-border hydrogen trade, and guiding the coordinated, efficient, and technically sound evolution of Europe’s hydrogen transmission system.
What do we do
To deliver on our mission, we carry out key regulatory and technical tasks for the European hydrogen system. Our work includes:
- Developing Network Codes and technical recommendations to support efficient market and system operation.
- Preparing the Union-wide Ten-Year Network Development Plan (TYNDP) and related analyses.
- Providing regular information, common operational tools, and regional cooperation as foreseen by the EU Hydrogen & Gas Markets Decarbonisation Package.
Who we represent
We represent the EU Hydrogen Transmission Network Operators (HTNOs), giving a unified voice to the experts managing Europe’s hydrogen transmission networks. With 37 members across 26 countries, we foster collaboration and knowledge-sharing to help ensure Europe’s hydrogen network is ready to meet its long-term energy and climate goals.
How we collaborate
We work closely with ENTSO-E (electricity), ENTSOG (gas) and the EU DSO entity, to fulfil our regulatory tasks, identify synergies and foster system integration across energy carriers, helping improve the overall efficiency of Europe’s energy system.
In fulfilling our mandate under EU law, we also support the establishment of an integrated internal hydrogen market and contribute to the EU’s climate and energy objectives, including the efficient integration of renewable and low-carbon hydrogen, improved energy efficiency, and the safeguarding of hydrogen system security.
About our history
Since our official launch in January 2024, the foundational process of the European Network of Network Operators for Hydrogen (ENNOH) has been conducted in full alignment with the legal framework established by the EU Hydrogen and Decarbonised Gas Markets Package. This process was designed to ensure institutional robustness, legal certainty and close coordination with EU institutions and key stakeholders from the outset.
Following an intensive phase of internal drafting and consultation among future members, ENNOH submitted the drafts of its statutory documents to the ACER and to the European Commission in August 2024. This marked a key milestone in the establishment of ENNOH as a credible and well-governed European body, reflecting both the specificities of hydrogen transport infrastructure and the lessons learned from existing energy network organisations.
The opinion of ACER was published in December 2024, followed by the opinion of the European Commission in April 2025, providing guidance and validation of ENNOH’s governance framework. Building on these opinions, ENNOH adopted its final statutory documents in June 2025, in the presence of the European Commission, thereby completing its foundational phase. These statutory documents — the Articles of Association, the Rules of Procedure, and the Rules of Procedure for Consulting Stakeholders — establish the governance, decision-making processes and stakeholder engagement principles of ENNOH.
