Hydrogen Quality Monitoring
As per Regulation 1789/2024, ENNOH shall adopt a hydrogen quality monitoring report by 15 May 2026 and every two years thereafter. The report shall include developments and forecasts for expected changes in hydrogen quality parameters, as well as information on cases related to differences in hydrogen quality specifications and how such cases were resolved.
Based on the draft report, ENNOH will conduct a stakeholder consultation consisting of a two-month public consultation, within which a workshop will be organized.
Discussions with members will take place in the System Operation & Transparency Working Group, and in a dedicated Kernel Group if necessary.
Hydrogen Emissions and Leaks Monitoring
ENNOH shall develop and promote best practices for the detection, monitoring, and reduction of hydrogen leaks.
Stakeholders will be consulted around Q2/Q4 2026 on best practices for hydrogen leak management, including a workshop organized by ENNOH.
A report will be issued accordingly in Q4 2026.
Cybersecurity and Data Protection
ENNOH shall promote cybersecurity and data protection in cooperation with relevant authorities and regulated entities.
Recommendations will be issued by ENNOH following a two-month public consultation, including a workshop organized within the consultation period.
The process should be optimized by seeking synergies with ENTSOG and GIE, noting that a joint task force on this topic already exists.
Recommendations for Technical Cooperation
ENNOH shall develop recommendations to HTNOs on:
- their technical cooperation with HDNOs, TSOs, and DSOs in the European Union, and
- the coordination of technical cooperation between the European Union and third-country HNOs.
All recommendations will be published following a public consultation process similar to that described above.
Transparency Platform
Hydrogen network operators shall provide all information necessary for network users to obtain effective access to the network. As per Regulation 1789/2024, all data shall be made available from 1 October 2026 on a single Union-wide central platform, established by ENNOH on a cost-efficient basis.
ENNOH will proceed with the establishment of the platform following extensive consultation with HTNOs to ensure that adequate data-exchange protocols are implemented. The most cost-efficient methodology will be sought for the design of the data warehouse. These discussions will take place within the System Operation & Transparency Working Group, possibly supplemented by a dedicated Kernel Group on REMIT Regulation.
Innovation
ENNOH shall have a role in Research & Development coordination, as described in the Annual Work Programme 2026.
Discussions on this topic will take place in the System Operation & Transparency Working Group, in liaison with ACER.
EIC Codes
Hydrogen transmission network access should be designed by integrating, as early as possible, tools suitable for a pan-European interconnected network. Therefore, EIC codes suitable for hydrogen should be specified within the System Operation & Transparency Working Group, and potentially in a dedicated Kernel Group. This topic will be conducted closely with ENTSO-E, which has a centralization role. The creation of a Local Issuing Office (LIO) for ENNOH will be discussed accordingly.
