Introduction
ENNOH has now completed the public consultation on its 1st Draft Cost–Benefit Analysis (CBA) Single-Sector Methodology, which ran from 15 September 2025 to 15 December 2025.
The comments received have been carefully reviewed and have helped improve the methodology.
We are now publishing:
Why are we publishing an Interim Methodology?
ENNOH is currently in the process of becoming legally established.
Until this process is completed, ENNOH cannot formally submit the methodology to ACER or to the European Commission, as required under Regulation (EU) 2022/869.
For this reason, we are publishing this interim version of the methodology, reflecting the feedback received during the consultation, in order to remain transparent and keep stakeholders informed.
Once ENNOH is legally established, the final methodology will be formally submitted to ACER and the Member States in line with the TEN-E Regulation.
What has changed since the consultation draft?
The Interim Methodology includes improvements based on stakeholder feedback, including:
Clarifications to the modelling approach
Adjustments to indicators where appropriate
Further explanation of key concepts, including curtailed and disrupted hydrogen
Editorial improvements for clarity and consistency
A full overview of the comments received and how they were considered is provided in the Public Consultation Report.
Public consultation report
In line with Article 11(2) of the TEN-E Regulation, ENNOH has prepared a report summarising:
The feedback received during the consultation
The main issues raised by stakeholders
How ENNOH has taken this feedback into account
Where suggestions were not incorporated, an explanation of the reasons
This report reflects our commitment to openness and transparency in the development of the methodology.
Next Steps
The next steps are:
Completion of ENNOH’s legal establishment
Formal submission of the final CBA Methodology to ACER and the Member States
Publication of the final approved methodology
