Overview
The European Network of Network Operators for Hydrogen (ENNOH) and the European Network of Transmission System Operators (ENTSOG) invite stakeholders to provide feedback on the draft report on de-risking options for hydrogen investment. This report supports the preparation of the final report that will be presented at the next Copenhagen Energy Infrastructure Forum, expected in May–June 2026.
The conclusions of the Copenhagen Energy Infrastructure Forum 2025 invited ENNOH, ENTSOG, and other relevant stakeholders to work on possible de-risking options for hydrogen infrastructure.
Purpose of the Consultation
The purpose of this consultation is to gather stakeholders’ views on ways to de-risk investment in hydrogen infrastructure. It complements the public workshop held by ENNOH and ENTSOG on 4 March 2026.
Stakeholder feedback will support ENTSOG and ENNOH in assessing the relevance of the various chapters of the draft report, particularly the analysis of the current de-risking mechanisms in place and the proposal for an additional mechanism targeted at cross-border anticipatory investments.
Note: This draft report is a work in progress and is published for the purpose of the public consultation. It should not be considered as ENTSOG’s or ENNOH’s final position on the topic and may be reviewed and amended based on the results of the consultation.
