(Brussels, June-July 2025) - The future Hydrogen Transmission Network Operators (HTNOs) have adopted and published the final future statutory documents of ENNOH, marking a major milestone in the association’s pending foundational process.
The adoption was confirmed on June 25th 2025 during the ENNOH General Assembly, which was attended by a delegation from the European Commission led by Mechthild Wörsdörfer, Deputy Director-General at DG ENER. Ms Wörsdörfer congratulated ENNOH on this significant achievement and encouraged its members to continue the excellent cooperation demonstrated thus far.
The adoption of the final statutory documents concludes a drafting process that began 18 months ago and was completed within the deadlines set out in Regulation (EU) 2024/1789.
Following the General Assembly, during the ENNOH Summer Reception, representatives from ACER (François Beaude) and the European Commission (Kitti Nyitrai) took the floor to publicly congratulate ENNOH once again and outline the next steps for the organisation and the emerging EU hydrogen market.
This milestone follows the favourable Opinion C/2025/2004 issued by the European Commission last April on ENNOH’s draft statutory documents. The Commission’s assessment highlighted the importance of enabling future hydrogen transmission system operators to begin coordinated cooperation under a framework fully aligned with EU legislation. These findings echoed the earlier opinion issued by the Agency for the Cooperation of Energy Regulators (ACER) on 18 December 2024.
Together, the contributions of both institutions have shaped the final version of ENNOH’s statutory documents, in full alignment with the Hydrogen and Gas Market Decarbonisation Package.
The adoption and publication of these documents demonstrates ENNOH’s strong commitment to transparency and full compliance with the European legal framework. However, it is important to note that this step does not yet constitute the legal foundation of ENNOH. The formal legal establishment of the association will take place at a later stage.
Once legally established, ENNOH will play a central role in shaping the EU’s hydrogen infrastructure, supporting the development of an integrated, secure and efficient hydrogen system. This achievement sends a clear signal of Europe’s determination to accelerate the deployment of hydrogen and advance its broader climate and energy objectives.
